Compulsory competency card
A person who rents a pleasure craft equipped with a motor, without a Pleasure Craft Operator Card, must complete a rental boat safety checklist with the rental company representative or the provider.
The Rental Boat Safety Checklist is therefore considered proof of competency in the same way as the Pleasure Craft Operator Card.
The company that rentse unota personal watercraft/boat without a driver's card, must:

Complete the rental boat safety checklist with the rental company representative or outfitter;

Understand the nature of the knowledge imparted by the rental company representative or outfitter;

Sign the rental boat safety checklist; And,
-
Have in his possession the co-signed part of the rental boat safety checklist as proof of proficiency for the duration of the rental.
The rental company representative must:

Present to his client a safety checklist for rental boats;

Pay attention to all items on the Rental Boat Safety Checklist;

Ensure that the person renting the pleasure craft understands the nature of the knowledge and skills imparted;

Complete the rental boat safety checklist; And,
-
Give a copy of the Rental Boat Safety Checklist to the person renting the pleasure craft.
Who needs a Pleasure Craft Operator Card in Quebec?
In Quebec and in the rest of Canada, all operators of a motorized pleasure craft must have proof of competency in their possession. Proof of competency is mandatory, regardless of age, length of craft or strength and type of engine used.
